Mayor Proposes to Expand Sit and Lie Ban

Honolulu Mayor Kirk Caldwell, expressing growing frustration with O’ahu’s homeless problem, is asking the City Council to approve a policy he had previously vetoed -- the so-called “sit-lie ban” -- with two bills that would expand the practice island-wide.
