Homeless Safe Zones and Sit-Lie Bans
Hawaii continues to have the highest per capita ratio of homeless in the nation. It has a population that continues to grow with no end in sight. The Honolulu City Council is looking at expanding its so-called sit-lie ban to all sidewalks on Oahu and establishing “safe zones,” a policy already being implemented on Hawaii Island.
