HB31 and Medical Marijuana Legislation: Rafael Kennedy
On Wednesday, House health committee members will decide the legality of provisions of apartment, condo or other housing-oriented associations that discriminate against people who smoke medical marijuana. Exempt would be developments where all smoking is prohibited. HB 31 is only one of dozens of bills trying to create a system for patients to gain access to the substance they’ve been legally able to use since 2000. Rafael Kennedy is the executive director of the Drug Policy Forum of Hawaii and he joined us for an overview.

Magical Strings: Philip Boulding
The sound of a harp is often associated with magic. There’s something about the vibration strings send out through the air that sets a mystical mood. Philip Boulding and his wife Pam are veteran performers on the Celtic harp and the instruments associated with it: whistles, accordion and concertinas. They’re coming to Maui with their music and some stories that speak to that magical association. Their duo is called Magical Strings, and Philip joined the show via phone to tell us more about them.

Accountability of Big Infrastructure Projects: Bob Poole
We’ve known for some time that Honolulu’s rail project is running over budget (possibly as high as $900 million over budget) and as we talked about in Friday’s reality check, at least 1.25 billion has been spent on rail, but there is little transparency about where the money has gone. That has some who have opposed the project to be wagging more than a few fingers to say they said so and kept on saying so at every opportunity. But with the rail project continuing, the question is can there be transparent accountability for Hawaii’s largest public works project? Reason Foundation Director of Transportation Policy, Bob Poole, will give a talk at the “Accountability of Big Infrastructure Projects” seminar on February 6th at the Pacific Club, but prior to that he joined The Conversation via phone.
