Many people feel the same way and that's why journalist Joan Conrow says emotions are fine, and emotions based on facts are even better... especially as Hawaii Island and Kauai grapple with proposals to designate ground water management areas based on the idea of home rule. Joan Conrow joined the show via phone from Kaua‘i to provide her thoughts on the proposed ground water management areas and the idea of home rule in general.
