The Board of Directors for the Honolulu Authority for Rapid Transportation has chosen a new member for the panel.

Mark Howland is a principal with WHALE Environmental Services, a firm that specializes in natural resource planning and environmental consultation.

He previously worked for HART as a permit coordinator in 2011.

In a statement, HART Board Chair Colleen Hanabusa said Howland’s previous experience with rail and his background in environmental planning made him a good choice for the Board.

Howland replaces former board member Tobias Martyn, who resigned this summer. Howland will serve through June 2023.
