Efforts To Free Japanese ISIS Captive 'Deadlocked'
A top Japanese diplomat says indirect negotiations to free a captive journalist from the militant Islamic State group have reached a "state of deadlock."
Brian Naylor Reports That A Democrat Has Unwittingly Stolen The Spotlight
in the ethics investigation of House Speaker Newt Gingrich. Republicans believe that it was Representative Jim McDermott, the House Ethics Committee's top Democrat, who leaked the recording of an incriminating phone call made by Gingrich. McDermott says he'll not participate in the committee's continuing investigation of Gingrich, calling it "a charade."

States Figure Skating Championship in Nashville, where the competition for national titles continues into the weekend. 1996 World Champion Todd Eldredge is a favorite for top place in the men's programs, after skating a nearly flawless program last night. The long programs will decide the U.S. world team on Saturday.
David Welna Reports From Mexico City On The Firing Last Night
of Mexico's top drug enforcement official for allegedly having ties to the country's number one drug trafficking organization. The dismissal of General Jesus Gutierrez Rebollo comes barely a week before the U.S. is expected to recertify Mexico as a reliable partner in fighting illegal narcotics.
Canadian Peacekeepers
Carolyn Jack reports from Toronto on the growing demands for the resignation of Canada's top military officer. General Jean Boyle has come under fire in the course of an official inquiry into the killings of Somali civilians by Canadian peacekeepers. The inquiry has uncovered allegations of a coverup of the military's handling of the 1993 torture and murder of a Somali teenager. The calls for Boyle's removal escalated when he defended himself by questioning his staff's integrity and moral fiber.

Adm Followup
NPR's Jim Zarroli reports that the Justice Department is trumpeting its $100 million dollar settlement with the Archer Daniels Midland company as the largest penalty ever paid for an antitrust violation. ADM pled guilty to antitrust charges today and said the plea and fine put an end to the government's investigation of the company. Conspicuously absent from the company press release though, was any mention of two top ADM executives. A Justice Department official says the two executives "remain available for prosecution."

Congress At Convention
Dozens of members of Congress up for re-election are attending the Republican National Convention this week, and many of them are hoping that the top of the ticket will help out their own campaigns. Many have been fearful that presidential candidate Bob Dole, who has been doing poorly in the polls, might hurt their own re-election chances or the chances of Republicans to retain control of Congress. But the selection of Jack Kemp, a former member of Congress, to be Dole's running mate has given some of these Republicans a boost. NPR's Brian Naylor reports.
Code Breaker Leo Marks
Code breaker Leo Marks died January 15th at the age of 80. He served as one of Britain's top code makers during WWII. There he revolutionized the military's code making methods. He wrote about his experiences in Between Silk and Cyanide: A Codemaker's War 1941-1945. Marks was also a screenwriter. His most famous film was the 1960's cult-classic Peeping Tom.
Yugoslavia
NPR's Anne Garrels reports from Belgrade that the French foreign minister visited the Yugoslav capital today. He told president Vojislav Kostunica that assistance to Yugoslavia's new leadership is Europe's top priority. The West has been waiting to see some positive signs from Kostunica on Kosovo. The new president today raised the issue of a possible exchange of ethnic Albanian and Serb prisoners. Ironically, Kostunica's easiest task now seems to be dealing with the West. He has yet to consolidate control over the police and governmental bodies in the Serbian republic.
