Spring arrives a week from Thursday. And while this winter has seen fairly typical weather in Hawaii, that’s not the case everywhere. Many parts of the mainland have had a severe winter, and in Southeast Asia, there’s still a lingering drought. HPR’s Bill Dorman has more in today’s Asia Minute.
