State asking for public input on its new 5-year outdoor recreation plan

The state Department of Land and Natural Resources is asking for public input on a draft of its new outdoor recreation strategic plan.

The Statewide Comprehensive Outdoor Recreation Plan, or SCORP, is prepared by the department about every five years to identify recreational needs and trends across the islands.

Every state completes a SCORP to receive grants from the Land and Water Conservation Fund, said Curt Cottrell of the DLNR in a prior interview with The Conversation. The LWCF is a federal grant program administered by the National Park Service that assists local governments with recreational lands and facilities.

Previous grants have been used to renovate tennis and basketball courts on Kauaʻi and improve coastal trails on Maui.

The drafted plan was completed after receiving input from 2,600 residents, community members and stakeholders, the DLNR said. It recognizes the increased use of outdoor facilities — and indicates the biggest challenge to managing outdoor recreation facilities is enforcement.
