Are casual rideshare drivers the same as taxi cab drivers? In essence, that’s the central question to the movement to regulate drivers for services like Uber and Lyft. It’s shown up at the Legislature and in City Council in different incarnations. The latest municipal effort passed put of committee and will be heard by the full council today.
