As the Honolulu City Council continues to debate expanding the sit-lie ban, a new report out of the University of Hawai‘i at M?noa’s Department of Urban Regional Planning suggests these laws are doing little to curb homelessness. The authors surveyed 70 homeless individuals at encampments in Kaka‘ako, A‘ala Park, and Kap?lama Canal. 68% reported the sweeps have no effect on them seeking emergency shelter. UH M?noa graduate student Tai Dunson-Strane co-authored the report.
The UH M?noa study also found that a majority of homeless individuals suffer property and economic loss, physical and psychological harm, and possible constitutional violations.
