The Honolulu City Council is expected to make a historic decision tomorrow, by confirming the appointment of a person who is considered the 4^th most powerful government official in the state, behind the governor, lieutenant governor and the Mayor of Honolulu.  HPR’s Wayne Yoshioka caught up with the designated appointee at City Hall.
