Dr. Arsenio M. Balisacan is the Republic of the Philippines’ Socioeconomic Planning Secretary and concurrent Director-General of the National Economic and Development Authority. He is the former  Dean and Professor of the University of the Philippines School of Economics and Executive Director of the Philippine Center for Economic Development.
